API Key vs Project Quota

Each project has one shared quota bucket. All API keys in the same project draw from it. Rotating keys does not increase your RPM.

Account-level Guard

When traffic patterns look abnormal, Google can aggregate usage across multiple projects under the same account and return 429 errors across all of them simultaneously.
